The Proposal Manager will collaborate with regional and business line teams on identified priority pursuits, including partnering in the preparation of formal and informal client solicitations, requests for qualifications (RFQ), requests for proposals (RFP), shortlist interviews, and pre-solicitation efforts. Successful candidates will demonstrate they have the initiative, skill, and personal commitment to manage multiple projects and details concurrently, follow up, and bring tasks and projects to full completion. An ability to produce accurate, compliant, and compelling work independently and with others is essential. The position also requires an ability to meet non-negotiable client deadlines, sometimes with very fast turnaround times. Additional responsibilities include the following:
+ Serves as marketing lead for a client, in collaboration with Client Account Managers (CAMs) or Market Sector Leaders. Works as a partner to the CAM as the go-to marketing resource for their account(s).
+ Implements client marketing strategies and priorities working in collaboration with CAM, BL, Regional and Communication Leaders to ensure alignment with overall corporate strategy.
+ Participates in strategic planning that includes evaluating marketing intelligence, identifying customer concerns and key issues, and developing win strategies.
+ Contributes to leadership and strategic direction for proposals, and reports on capture planning, proposal efforts, and debriefs related to that client.
+ Contributes to development and implementation of internal training programs on topics related to core processes, tools, practices, or other special topics, as needed.
+ Leads special projects involving teams of BL or multiple staff, as directed by Marketing Lead
**Proposal Management and Development**
+ Responsible for leading large, complex, priority must win pursuits from capture through to interview stage, as required and may include multiple disciplines/geographies.
+ Leads and contributes to the writing of proposal sections such as cover letters, executive summaries, past performance sections, management approaches, and resumes/staffing sections.
+ Participates actively in Go/No-Go, capture strategies, and greenlight analyses and drives compliance with delegation of authority guidelines, capture planning and positioning activities, providing leadership and direction, where required.
+ Serves as a reviewer on color reviews (pink and red teams) for priority pursuits, applying in-depth institutional knowledge. Analyzes debriefs and applies lessons learned to add value to strategy and reviews.
+ Supports debriefs and gathering of client feedback on proposals to ensure and demonstrate continuous improvements.
+ As the lead for their client, oversees proposal and project filing on the Nat Gov secure server and Salesforce. Knows where to go for all recent submittals and project descriptions for their sector or client. Is familiar with the top IDIQs and IDIQ managers and project managers for their client.
+ May serve as marketing lead or subject matter expert for specific client/portfolio.
+ Support marketing communications team to provide content development for the website, brochures, and other digital media and thought leadership in collaboration with CAMs or Market Sector Leaders.
+ Bachelor’s degree plus a minimum of four (4) years of related experience or demonstrated equivalency of experience and/or education.
+ 5-10 years of professional experience, with at least 5 years of experience writing, coordinating, and managing proposals
+ Experience managing proposals for AMTRAK and other rail-transportation-related IDIQ contracts, stand-alone projects, and task orders
+ Experience managing proposals for architect-engineer and environmental services
+ Strong writing and editing skills
+ Ability to write, edit and produce documents in Word and Power Point are essential. In addition, experience with Adobe InDesign is preferred.
+ A working knowledge of collaborative tools such as Microsoft Teams, SharePoint, etc.
+ An understanding of CRM. Salesforce experience is a plus but not essential.
