Covered California is looking for a Bilingual Service Center Representative to join the Service Center Division. The Bilingual Service Center Representative interacts and solves the needs of the consumers, potential consumers, and other entities such as Qualified Health Plans (QHPs), Certified Insurance Agents (CIAs), Certified Enrollment Counselors (CECs) or County Eligibility Workers (CEWs). This role involves answering inbound calls in a high volume service center environment, collecting and entering essential data elements into a computer system(s), and providing an overview of qualified health plans for Covered California.

The classification for this role is a Program Technician II.

Desirable Qualifications:

  • Experience in and knowledge of public health and health care industry services, programs and trends
  • Moderate knowledge and use of Microsoft Office products (Outlook, Word, Excel)
  • Experience in delivering professional oral and written communication
  • Experience providing customer service, specifically in a call center environment
  • Experience with call center phone equipment and systems
  • Experience displaying an advanced ability to multi-task in a fast paced-environment
  • Ability to read/write bilingual documents and correspondence

Minimum Qualifications:


  • In the California state service, either: (a) 18 months of experience performing duties equivalent in level of responsibility to the class of Program Technician; or (b) 24 months of experience performing duties equivalent in level of responsibility to the class of Office Assistant.


  • 2 years of experience in a governmental or private agency performing duties with program responsibilities equivalent in level to those of the departmental program in the State of California for which the examination is being administered.
