Under the general supervision of the Human Resources Manager, the incumbent performs the full range of progressively difficult personnel transactions duties, including but not limited to record keeping, personnel/payroll document processing, and employee benefits while maintaining confidentiality of employee personnel/payroll information. Finance’s Human Resources’ Transaction Unit is comprised of a small, mighty, and dynamic team consisting of up to 3 Specialists who split transactions duties for 400+ employees. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience with myCalPERS, State Controller’s Office (SCO), ConnectHR, and CalHR
  • Experience as a transactions specialist in a Human Resources (HR) unit with the State of California.
  • Experience reconciling payroll using the State Controllers automated on-line payroll system including verifying warrants and computing salary advances.
  • Experience processing personnel and payroll transactions such as; Personnel Action Requests, Employee Action Requests, Payroll Adjustment Notices, various benefit enrollment forms, and NDI.
  • Ability to accurately interpret and accurately apply personnel-related laws, rules, regulations, policies, and procedures regarding personnel appointments, payroll, benefits, and attendance records.
  • Team player who demonstrates a commitment to the whole team’s success, positive attitude, open-mindedness, flexibility, patience, dependability, tact and good judgment.
  • Customer service oriented with strong interpersonal skills, including the ability to establish and maintain effective and cooperative working relationships with co-workers and internal and external stakeholders.
  • Proven time management, including the demonstrated ability to multi-task, plan, organize, and prioritize workload, work under pressure in a fast-paced environment, meet critical deadlines, and adapt to changing priorities.
  • Ability to balance multiple tasks with attention to detail, accuracy, and precision.
  • Willingness to accept responsibility, demonstrate independence of action, exercise initiative, and maintain confidentiality.
  • Ability to communicate effectively both verbally and in writing.
