Job Description

The California Department of Social Services (CDSS) Legal Division is recruiting to fill one permanent full time Attorney IV in the Technology & Contracts Unit of the Information, Technology & Administrative Litigation (ITAL) Branch to support CDSS’ efforts to combat homelessness.

Job Description and Duties

The successful candidate will primarily provide legal assistance to the Housing and Homelessness Branch in the development of contracts, grants, and other instruments core to a variety of programs designed to assist individuals and families who are at risk of or are experiencing homelessness.

We are recruiting for a highly motivated, customer service-oriented individual with excellent communication and writing skills, innovative and creative techniques, and who possesses a strong background in the development of state government procurement documents and procurement principles as well as expertise in real estate transactions and development. The successful candidate thrives in a collaborative environment.

The ITAL Branch provides legal advice, representation and services to all divisions within CDSS. We work closely with our clients to ensure comprehensive services are provided Department-wide on procurement development, contracts, MOUs and grants, employee matters, and internal and external audits. We help to protect and provide appropriate access to the wealth of information maintained within CDSS through our legal expertise in the areas of privacy, data sharing, and public records. We also coordinate Department-wide procedures for Service of Process and Public Record Act requests, as well as represent the Department in various administrative tribunals.

DESIRABLE QUALIFICATONS: We are looking for a customer-service oriented individual with excellent research, writing and litigation skills.

Candidates should have:

A. Extensive experience providing advice to a public entity at all staffing and executive levels on general government law issues, state and federal contracting, procurement development and processes, and grant development and administration.

B. Demonstrated ability to communicate clearly and effectively, both orally and in writing, at both the executive and staff level, including the ability to deliver presentations and training to executive management, staff, and other stakeholders.

C. Demonstrated ability to develop working relationships and contacts with various outside entities (e.g., state or county departments, control agencies, stakeholders), staff of other state and federal agencies, and client advocacy organizations.

D. Demonstrated ability to interact effectively across a department and to build strong and effective working relationships with colleagues, program staff and management.

E. Superior research and analytical skills and the ability to exercise a high degree of initiative and professionalism in completing work within deadlines while exercising sound legal judgment and a strong attention to detail.

F. Willingness and ability to perform duties in a customer service-oriented manner; keeping clients and management informed of significant issues regarding legal matters, with an emphasis on giving the client the ability to make informed decisions at the appropriate time.

G. Demonstrated ability to work independently and as part of a team.

Working Conditions

Travel, including overnight, may be required.

The Legal Division uses a hybrid telework model to provide all employees with an avenue to telework while ensuring business and operational needs are met.

The assigned office location for this position can be filled in the following counties, whichever has available space and is closest to the successful applicant’s residence:


Except when required to report to the office, this position allows for telework at an alternative work location. An alternative work location would be the successful applicant’s residence. For travel purposes, reimbursement would be based on the assigned office location.

This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Social Services policies. Headquarter location will be designated based on the selected candidate's primary residence location, and/or the closest CDSS location. 

Salary: $11,644.00 - $14,954.00 per Month
