The purpose of this position is to help administer the Equal Employment Opportunity (EEO) Program for the Sacramento Regional Transit SacRT (SacRT) by ensuring agency compliance with Title VII of the 1964 Civil Rights Act, the Federal Transportation Administration Circular 4704.1A, and other applicable Federal, State and local laws and regulations.
Hybrid schedule is available at the discretion of the Department Head.

· Monitors agency compliance with Federal, State, and local EEO laws, regulations and guidelines. Evaluates and updates EEO policies and procedures including Title VII, Genetic Information Non-Discrimination Act (GINA), and Americans with Disabilities Act (ADA).
· Conducts and coordinates the investigation, response and settlement of discrimination complaints filed by individuals or through governmental agencies by applying mediation and investigation techniques.
· Interprets and explains Federal, State, local and other policies and procedures on Equal Employment Opportunity in response to inquiries from departments, employees, applicants and the public.
· Develops, designs, coordinates, and delivers training programs for departments concerning EEO, harassment and discrimination prevention, Americans with Disabilities Act (ADA), workforce diversity, and other areas as necessary. Provides technical assistance to departments on ADA compliance with Federal, State and local laws.
· Coordinates and directs the compilation of periodic reports of SacRT’s workforce by collecting, compiling and analyzing data pertinent to EEO functions.
· Maintains and implements outreach programs through the use of media, recruitment, job fairs and presentations to insure a diverse workforce reflective of SacRT. Works with managers in developing plans to actively recruit from underutilized groups.
· Coordinates and maintains training records on SacRT’s learning management system.
· Organizes the work of other staff in the areas of recruitment, data collection and in the development, processing and transmittal of information regarding Equal Employment Opportunity and work force diversity.
· Performs other related duties as assigned.
Minimum Qualifications
A combination of education and/or experience that provides the required knowledge, skills and abilities to perform the essential functions of the position. SacRT reserves the right to determine the equivalences of education and experience.
Education: Bachelor's degree or equivalent in Human Resources, Business Administration, Public Administration, Organizational Development, Labor Relations, Psychology, Sociology or a related field.
Experience: A minimum of four (4) years of relevant experience in Human Resources with direct experience in EEO programs. Investigating complaints, preparing state and federal documentation and conducting EEO training experience preferred.
Proof of education beyond high school, such as college transcripts, diplomas, and/or certificates must be submitted at the time of application, if not substituting experience for the education requirement.

In addition to operating over 60 bus routes with connecting bus service in the Sacramento area covering 418 sq mi (1,082.6 km2),[1] RT also operates a large light rail system. It is currently the eleventh busiest light rail system in the United States.[3]
In addition to the city of Sacramento, RT serves much of the northern portion of Sacramento County which includes the incorporated cities of Citrus Heights and Rancho Cordova. The unincorporated areas of Sacramento County under the RT service area include Arden Arcade, Carmichael, Fair Oaks, Florin, Gold River, North Highlands, Orangevale, Rio Linda and Rosemont.[4] The system formerly provided express bus service between Downtown Sacramento and Elk Grove until the mid-2000s when that city took over bus operations under the newly created E-tran. It also provided contracted bus service to neighboring Yolo County (covering West Sacramento, Davis and Woodland); those routes and operations were later taken over by Yolo bus after its formation on January 3, 1982.[5] In both cases, e-tran and Yolo bus have retained the RT assigned route numbers for their routes as they continue to service Downtown Sacramento.
