Job Description

The Waste Management Program Manager II directs and manages a major section for Waste Management and Recycling; and coordinates assigned activities with other divisions, departments, outside agencies, and the general public.

Knowledge of

  • Principles and practices of management and organizational theory, including planning, organizational design, business finance, business development, project management, and organizational effectiveness 
  • Principles and practices of supervision, discipline, leadership, mentoring, and training
  • Operational characteristics, services, and activities of waste management and recycling
  • Laws, regulations, and practices governing solid and/or liquid non-hazardous and/or hazardous waste and materials management, waste planning, resource recovery, education, safety, and program and/or facility planning, design, development and operations
  • Applicable federal, state, and local laws, codes, regulations and programs related to solid waste generation, storage, collection, transfer, resource recovery and disposal
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment
  • English usage, spelling, grammar, and punctuation

Ability to

  • Select, supervise, train, and evaluate staff
  • Plan, coordinate, assign, and review the work of subordinate staff
  • Investigate and resolve disciplinary issues
  • Work independently, prioritize work, coordinate activities and meet critical deadlines
  • Develop, monitor and interpret budgets and other financial documents

Minimum Qualifications

 A Bachelor's Degree, or higher, from an accredited college or university.

AND

Two years of full-time, paid management level experience in a waste management and/or recycling program with primary responsibility for development and oversight of solid waste planning, recycling, or hazardous materials and hazardous waste programs.

Note: Additional full-time paid experience supervising professional level staff engaged in planning, developing, or implementing waste management and/or recycling/resource recovery programs may substitute for the required education on a year-for-year basis. (2080 hours is equal to 30 units)

Note: The word "experience" referenced in the minimum qualifications means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.
