Veterans Claims Representative

Job Description

Under general supervision, the Veterans Claims Representative assists veterans and/or their dependents by advising them of the rights and benefits to which they are entitled by law; as an agent of the claimant, prepares, presents and prosecutes claims for benefits before the Veterans Administration Board.

Knowledge of

  • Applicable laws, rules, legislation, and regulations governing the rights and benefits to which veterans are entitled including Title 38 of the Federal Code of Regulations and the California Military and Veterans Code
  • Federal, State, and local agency programs providing services to veterans
  • Operational characteristics, services, and activities of the County Veterans Service Office and its functions
  • Social, economic, cultural, and other issues impacting the veteran community
  • Techniques for dealing with individuals from diverse socio-economic, ethnic, and cultural backgrounds
  • Resources and procedures through which veterans benefits are obtained
  • Interviewing techniques
  • English usage, spelling, grammar, and punctuation
  • Customer service techniques
  • Standard methods of filing (alphabetic, numeric, chronological)
  • Arithmetic necessary to make financial calculations, including addition, subtraction, multiplication, and division
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, email, and other specialized applications related to area of assignment
  • General principles, procedures, and practices of record keeping

Ability to

  • Elicit pertinent information by interview and investigation
  • Analyze information in relation to existing laws and procedures
  • Prepare narrative and financial reports
  • Prioritize work to meet deadlines
  • Interpret and apply applicable Federal, State, and local laws, codes, and regulations
  • Read, write and speak English at a level necessary for satisfactory job performance
  • Understand and follow complex verbal and written instructions
  • Compile, arrange, and present information in a clear and concise manner
  • Apply customer service skills, including the identification of customer needs and follow up to ensure customer commitments have been met
  • Operate modern office equipment and computer programs and databases used in the administration of veterans benefits claims
  • Use standard business software for word processing, database maintenance, spreadsheet maintenance, e-mail, and internet communications
  • Communicate clearly and concisely, both verbally and in writing
  • Establish and maintain effective working relationships with others

Minimum Qualifications 

One year of full-time paid or volunteer experience guiding, counseling, or interviewing clients for the purpose of assisting them in obtaining veterans benefits.
