Job Description

The Department of Health and Human Services - Children's System of Care Division is recruiting for a Staff Services Manager!

The ideal candidate would have advanced training in data analytics, solid research skills, and extensive knowledge of child welfare and behavioral health program requirements, including fiscal monitoring and outcomes deliverables. Knowledge of specific programs and funding streams such as foster care nursing, HCPCFC, Wraparound, MHBG, Mobile Crisis, Foster Care, Medi-Caid, etc. is also required.  The candidate will directly participate in the development, administration, monitoring and evaluation of contracts and grants; develop requests for proposals for professional services with manager subject matter experts and administer the advertising, bid processes, and awarding of contracts; and will serve as the internal Ombudsman who would interview and gather information to investigate complaints and recommend corrective action as necessary.

This recruitment will remain open until filled with an initial application screening deadline of 5:00 PM, July 7, 2025, for immediate consideration. Applications received after this date will be screened on a bi-weekly basis until the position is filled.

Minimum Qualifications

Experience and Training

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

  • Experience: Five years of increasingly responsible work experience managing programs and/or conducting detailed analysis requiring the preparation and submission of findings with recommendations.

  • Training: Equivalent to a bachelor's degree from an accredited college or university with major coursework in public or business administration, political science, or a related field.

Note: Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Human Resources Department.
