Job Description

Job Summary:
Under general supervision, serve as the compliance officer for extramural funding awards and resources to the COO and Chair. Conduct financial analysis and effort reporting and participate in the financial planning for a wide variety of federal, state, and private grants. Gather, manage and analyze financial data from a variety of revenue streams, including state general funds, state and federal grants, private grants, gifts, and other funding sources. Act as departmental compliance expert in University policy and procedure for departmental business processes. Also, principal trainer and resource for business office staff on financial procedures and policy. Assist the COO in long-range financial planning and forecasting. Responsible for pre- and post-award processes, budget preparation, analysis, and forecasting, and for control of complex budgets.

Work Environment:

Qualifications

Minimum Qualifications:
Experience in financial analysis, forecasting and strategic planning to analyze and compile financial data and reports.
Experience in budget preparation bases on narrative methodological research plans and designs, analysis, and forecasting with skill to control complex budgets.
Experience managing and monitoring multiple accounts.
Critical thinking and problem-solving skills to analyze complex data.
Skill and knowledge to analyze the quantitative aspects of fiscal and budgetary issues.
Knowledge of cost allocation methods.
Knowledge of federal, state and private grant budgeting guidelines.
Knowledge of Generally Accepted Accounting Principles.
Skills to design and implement effective accounting systems and related procedures needed to maintain such systems.
Analytical skills to independently and proficiently assume responsibility for coordination and completion of complex projects requiring interactions with many internal parties in a large organizational structure.
Knowledge of federal and private compliance regulations governing grant budgeting, financial reporting, cost-sharing standards, cost allocation, and policies regarding use of grant funds.

Preferred Qualifications:
Knowledge of University accounting policies and procedures.
Experience in effective use of multi-user computer network systems and applicable financial management software (Kuali, DaFIS and PPS preferred).
Proficiency in MS Office Suite.
Communication skills to convey recommendations to PI's, managers, and staff to ensure compliance with policy.
Skills to recognize problems with cost recovery, invoices, accounts and payroll and initiate timely and appropriate action to resolve them.
Experience coordinating documents and projects with Business Contract and Legal Affairs and to interpret regulations or guidelines and to recommend fiscally responsible and sound management practices.
Organizational skills to work with changing priorities and demanding workload and to use judgment to make logical decisions.
Interpersonal, verbal and written communication skills to clearly and effectively interact with a diverse group of individuals; secure and/or provide information to clarify situations, resolve problems, and negotiate services and/or agreements and MOU's with other departments or external agencies.
