The California Department of Social Services (CDSS) is dedicated to serving, aiding and protecting children and adults in ways that strengthen and preserve families, encourage personal responsibility and foster independence. We are looking for a highly motivated Research Data Analyst II (RDA II) with strong analytical skills who enjoys working in a fast-paced environment to join the Fiscal Forecasting and Policy Branch (FFPB) team. The FFPB is comprised of three bureaus: Children and Adult Programs Estimates Bureau, CalWORKs and CalFresh Estimates Bureau and Fiscal Policy and Analysis Bureau. The Estimates Bureaus develop the annual Local Assistance Governor’s Budget and May Revision update for programs administered by the County Welfare Departments.

The RDA II’s are senior analysts that work with minimal direction. It is essential for the RDA II to possess strong analytical skills to conceptualize, develop, and create fiscal estimates that are robust and consider multiple variables (e.g., funding environment, political considerations, data integration). The work intersects with multiple branches across the department and the RDA II needs to develop strong working relationships to be successful. The work produced will be scrutinized closely by senior management, executive staff, and external stakeholders because it will have direct implications for the State Budget. The RDA II must have a strong background in mathematics and statistics.

It is desirable that the RDA II have an understanding of social service programs’ policies and experience in interpreting and applying statutes, regulations and procedures. Additionally, the RDA II must be able to work independently, reason logically, and possess strong analytical skills. The RDA II is expected to mentor junior staff members, take a lead role in complex assignments, and work as an acting manager when required. For this RDA II position, it is essential the applicant has a strong research background from academia and/or from work experience in a data driven environment. Minimum qualifications for the RDA II classification must be met in order to be eligible. RDA I classification may also be considered for this recruitment and are encouraged to apply.

This work location is very convenient!  The CDSS is located two blocks from the light rail and public transportation; within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. We offer an onsite cafeteria, onsite Golden 1 ATM, workout room and onsite day care services. Our building has easy access to I-5, Highway 50 and Highway 80.
