Job Description and Duties

Under general direction of the Staff Services Manager II (SSM II), Health Equity Officer, the Health Program Specialist II (HPS II), Senior Behavioral Health Specialist, acts as the lead subject matter expert supporting the implementation and evaluation of  Covered California’s behavioral health agenda and collaboratively implements quality improvement and delivery system reform initiative priorities for Plan Management and Covered California. Develops, designs, and implements the behavioral health agenda, as well as other special projects related to health system quality and health equity, the HPS II works collaboratively across the organization and with external stakeholders such as health plans and providers. The work load requires strong critical thinking, process development, technical skills, relationship building, diplomacy, innovation, problem solving, project management, and the ability to self-start. Duties may include access to information systems containing protected enrollee information, including federal tax information, protected health information, and personally identifying information.

  • Strong verbal communication skills and ability to effectively engage with diverse stakeholders
  • Strong analytic and critical thinking skills and ability to think creatively
  • Strong written communication skills including the ability to produce well-organized and informative reports
