Covered California is seeking a Quality Improvement Unit Manager. Under the general direction of the Health Program Manager III, Plan Management, the Health Program Manager II, Quality Improvement Unit Manager will provide leadership, direction, and coordination for the Quality Improvement Unit (QIU) in the overall program and policy development with a focused goal to increase quality and care coordination for Covered California’s consumers. The Quality Improvement Unit Manager will oversee QIU, and work closely with advocates, Qualified Health Plan (QHP) Issuer representatives, and health care providers to develop and implement network management, and delivery system standards and quality improvement strategies.

The classification for this role is for either a Health Program Manager II (HPMII) or Staff Services Manager II (SSMII). 

Desirable Qualifications

  • Bachelor's Degree or higher in public health care administration, or an equivalent amount of experience
  • Leadership experience in leading a team on program development to improve health care quality, care coordination, network management, and delivery system standards. Experience can be at the supervisory level or a team lead that provides direction for work assignments.
  • Experience in reviewing data and measurement to review health care trends and evaluate the effectiveness of health interventions.
  • Experience working with Health Plans to develop and strengthen quality strategies and effective care delivery strategies to improve health outcomes, provide better patient experience, and address disparities in care.
  • Experience building collaborative relationships with various stakeholders in policy development and program designs aimed to improve delivery and access to care and quality care.

  • New to state civil service employees are typically hired at the minimum of the salary range.
  • Salaries do not reflect recent changes necessitated by the unanticipated budget shortfalls arising from the COVID-19 pandemic. Effective July 1, 2020, through June 30, 2022, this position is subject to a base pay salary reduction of 9.23% in exchange for 16 hours of Personal Leave Credits per month.
