Covered California is looking for a Payroll & Benefits Manager. The Payroll & Benefits Manager provides high-quality reviews of personnel transactions staff work such as appointments, separations, salary determination, payroll related matters, benefits, adverse actions, salary related issues, and employment history. Duties include facilitating the hiring and training of staff, providing direction regarding personnel and payroll transactions, and effectively communicating with the public, control agencies, and departmental staff. In addition, this position is responsible for supervising staff performing personnel/payroll functions by planning, organizing, and evaluating work of staff, and providing training and technical expertise on the full range of duties including but not limited to: appointments, separations, and miscellaneous change transactions, payroll forms, salary determinations, inputting data into the State Controller’s Personnel Information Management System (PIMS), Affordable Care Act System (ACAS), and the California Leave Automated System (CLAS). 

The classification for this role is a Staff Services Manager I (SSM I).

Desirable Qualifications

  • Ability to communicate effectively with individuals at all levels in a professional manner
  • Ability to exercise initiative and flexibility in a demanding work environment
  • Labor Relations experience – familiarity with Bargaining Unit Contracts and grievances
  • Experience implementing new procedures

Minimum Qualifications 

EITHER - PATTERN 1

  • One year of experience in the California state service performing the duties of an Associate Governmental Program Analyst

OR - PATTERN 2

  • Three years of increasingly responsible management, personnel, fiscal, planning, program evaluation, or related analytical experience (beyond the trainee level) which shall have included the preparation of reports and the presentation of recommendations to management, at least one year of which must have been in a full journeyperson technical capacity.

AND

  • Equivalent to graduation from college (additional qualifying experience may be substituted for the required education on a year-for-year basis).

Note: 

  • New to state civil service employees are typically hired at the minimum of the salary range.
  • Salaries do not reflect recent changes necessitated by the unanticipated budget shortfalls arising from the COVID-19 pandemic. Effective July 1, 2020, through June 30, 2022, this position is subject to a base pay salary reduction of 9.23% in exchange for 16 hours of Personal Leave Credits per month.
