Covered California is currently accepting applications for the Health Program Specialist I EXAMINATION! You must pass the examination in order to be eligible for our Health Program Specialist job openings.

At Covered California we offer careers for eligible Health Program Specialist I's in several different divisions ranging from Policy, Plan Management, and Program Integrity. Applicants who meet the Minimum Qualifications (entrance requirements) as stated on the bulletin may apply and take the Training and Experience Questionnaire, which is competitive. Once you have taken the Training and Experience Questionnaire, you may not retest for 12 months.

Minimum Qualifications for Exam Admittance:

  • 1 year of experience in the California state service performing duties equivalent to Associate Health Program Advisor


  • Experience: 3 years of progressively responsible experience in health program administration, at least one year of which shall have been with major responsibility for a significant program such as in normally found in a complex or departmentalized medical care delivery setting or health institution or organization (possession of a Doctoral Degree in Public Health, Health Administration, Health can substitute for 1 year of the required experience)
  • Education: Possession of a Master’s Degree in Public Health, Health Administration, Hospital Administration, Comprehensive Health Planning, Public Administration, or a closely related health professional field (1 year of additional qualifying experience can substitute for the required master’s degree)
