The Chief of Human Resources (HR) is responsible for the management of the fully developed human resources program of CALCTRA. HR consists of the following functions: Classification and Pay; Workers' Compensation/Return-to-Work program; Exams, Recruitment and Selection; Certification; Payroll and Transactions; Position Control and Workforce Analysis; Labor Relations, and Staff Development.

Desirable Qualifications

Desirable Qualifications are not required but are listed to demonstrate what experience/education would make the selected candidate most successful in this position. If you have this education/experience, you are encouraged to include this information in your application.
  • Experience managing and overseeing a state Human Resources function (such as Transactions, Benefits, C&P, etc.).
  • Knowledge of CALCTRA and Incarcerated Individual/Institutional programs, policies, and procedures.
  • Experience representing management with Control Agencies (CalHR, SPB, SCO, etc.).
  • Experience with the state Payroll and Benefits processes.
  • Knowledge and experience of Labor Relations, including union contracts, the grievance process, and collaboration with various state union organizations.
  • Return to Work Office experience (FMLA, Workers’ Compensation, Reasonable Accommodation, etc.).
  • Experience with a department-wide training development program for employees.
  • Supervisory and leadership experience in a Human Resources environment.
  • Ability to organize and establish workload priorities, manage multiple assignments, and work well under pressure.
  • Correctional institution experience (CDCR, CCHCS, CALCTRA)
  • Policy and Procedure development and implementation experience.
  • Experience with computer programs such as Microsoft Outlook, Word, Excel, PowerPoint, Teams, ECOS, Salesforce, and SharePoint.
  • Ability to exercise a high degree of initiative and independence and must have an excellent understanding of Human Resources.
