The Electricity Planning and Policy (EPP) Branch within the Public Advocates Office is seeking a Program and Project Supervisor to join its Electricity Markets Planning team.

Under general direction of the Program Manager of the Electricity Planning and Policy Branch, the incumbent will supervise, plan, and coordinate the activities of the Electricity Markets Planning Section. This leadership position in the branch directs and guides the Public Advocates Office's analysis and advocacy on complex and major regulatory, policy and program issues, coordinates the Section's work with other sections and branches and Commission divisions as necessary, and actively participates as a member of the Public Advocates Office management team.

Primary responsibilities include supervising Section activities and staff, including staff assignments and general workload; work product review, including overseeing the preparation of staff reports, briefs, testimony, and comments in formal CPUC proceedings; reviewing staff work product for policy consistency, accuracy, and work product quality; evaluating and advising Public Advocates Office management on complex, high profile, and controversial issues with implications for ratepayer costs. The PPS' responsibilities also include staff development and appraisal, including training, hiring, and promoting, employee reviews, and any necessary disciplinary action; providing technical expertise and input on Section activities; and conducting general administrative duties such as budget oversight, tracking and planning, contract management, website content, and attendance at management meetings, workshops and other forums for the Section, and/or the Branch and organization.

The incumbent will serve as a project leader working with multi-disciplinary teams of analysts, engineers, lawyers, and, at times, student interns. Incumbent will work on a broad range of regulatory issues pertaining to Public Advocates Office’s advocacy, Regional Organization for Western Energy, resource adequacy; Regionalization and PATHWAYS; integrated resource planning; power charge indifference adjustment; direct access; conventional and renewable energy; energy resource cost recovery; energy markets; energy research; and related issues.
