Join us and let’s get started. **Job Description** **AECOM** is seeking a **Senior Environmental Planner/Project Manager** to be based in **San Diego or Sacramento, Fresno, or Oakland, CA.** This position is open for remote work. **JOB SUMMARY:** The Senior Environmental Planner/Project Manager will work with a diverse team of technical leaders to deliver environmental planning, impact assessment, permitting, and compliance services to our clients. Our California Environmental Planning and Permitting team supports numerous federal, state, and local government, non-governmental organizations, and private industry clients delivering a variety of resource management, infrastructure, and development-related projects. The successful candidate would be responsible for managing and providing technical leadership for transportation infrastructure projects and collaborating with engineers and scientists across a range of disciplines to deliver unique, innovative solutions. The focus of this role is program management support for transportation-related projects and could include rail, transit, or highways plus their associated facilities. The role involves senior technical guidance in documents prepared pursuant to federal and state environmental laws and processes as well as other relevant state and federal laws and regulations. Also requires strong project management skills to monitor and satisfy the budget, schedule, and quality of deliverables. **JOB RESPONSIBILITIES:** + While working on behalf of a California Agency, provide advice and direction to environmental consultants retained by that Agency that are preparing documents evaluating potential impacts associated with infrastructure projects. Perform quality and consistency reviews. + Routine meetings with Agency staff and leadership may include periodic travel to Sacramento and project sites in the Central Valley. May lead meetings or actively participate, but will be responsible for preparing presentation materials that may include status updates, issues to be addressed, mitigation recommendations, etc. + Monitor project budgets and schedules. The projects will be high-profile with firm deadlines. Must be able to support or lead negotiation of appropriate scope and fee parameters for consultants retained by the Agency. + Direct project teams in CEQA/NEPA document production while being prepared for litigation; ensuring the administrative record is accurate and consistently maintained. Remain current on CEQA/NEPA guidance/regulations. + Provide strategic support for communicating with stakeholders, including newsletters, meetings, and teleconference calls. + Perform other duties as may be required. **KNOWLEDGE AND ABILITIES:** + **Knowledge of:** Federal (National Environmental Policy Act, or NEPA) and state (California Environmental Quality Act, or CEQA) environmental law and processes as well as other relevant state and federal laws and regulations. Understanding of Federal and State regulatory permitting requirements. + **Experience with:** Federal lead agencies for NEPA review of transportation projects including the Federal Rail Administration (FRA), Federal Transit Administration (FTA). and/or the Federal Highways Administration (FHWA). + **Ability to:** Work independently, problem-solve through creative processes and establish partnerships with project management, client representatives, government agencies, and other organizations. This person must be able to function well in a fast-paced, changing environment under demanding deadlines. **Qualifications** **MINIMUM REQUIREMENTS:** + BA/BS + 8 years of relevant experience or demonstrated equivalency of experience and/or education **PREFERRED QUALIFICATIONS:** + Master’s degree in Environmental Planning or a closely related field. + 15 years of experience delivering environmental clearances for major infrastructure projects and programs. With a thorough and nuanced understanding of CEQA and NEPA. + Experience in large multi-regional linear transportation projects. Experience in rail and rail maintenance facilities/operations preferred. + Knowledge of Federal/State regulatory framework/permitting. Including coordination with respective State/Federal Resource Agencies. + Familiarity with the planning and implementation process for major transportation or rail projects. + Effectively use Word, Excel spreadsheets, and PowerPoint presentations for analysis of data and presentations. + Excellent analytical, verbal, and written communication skills. **Additional Information** + Offered rate of compensation (California locations only) will be based on individual education, qualifications, experience, and work location.
