Job Description

This is a 12-month limited term position with the possibility of being extended or being made permanent.
 
Under the direct supervision of the Staff Services Manager I, Supervisor, the incumbent will perform duties associated with purchasing Information Technology (IT) Goods and Services (excluding IT Service Contracts) and Non-IT Goods and State Controller’s Office.

Duties Performed:
(Candidates must perform the following functions with or without reasonable accommodations.)
  • Independently research, interpret, and apply all applicable laws, rules and regulations in the Public Contract Code, Government Code, State Administrative Manual, State Contracting Manuals, State Information Management Manual, Statewide Contracts, Leverage Procurement Agreement Instructions, and State Controller's Office (SCO) internal departmental policies, etc.
  • Track and develop recommendations for upcoming state procurement rules and requirements, with a focus on IT procurements. Develop recommendations for department-wide process changes and procedures to ensure compliance; create and maintain tracking tools to document the metrics and workload of new requirements; and provide analytics on impact to Procurement and Divisions.
  • As FI$Cal Requisition Approver 2, independently review for compliance and completeness, approve or deny requisitions, communicate with division staff to clarify needs and/or scope of work, offer options, and provide guidance and training on proper procurement procedures including market research, bidder lists, product availability, and requisitions requirements.
  • Independently develop solicitation documents, such as fair and reasonable, request for quote, and request for offer and advertise on the California State Contracts Register (CSCR) when required.
  • Prepare and submit FI$Cal purchase orders (POs), purchase estimates (if applicable), and Procurement Contracts for multi-year purchases; distribute dispatched POs to division coordinators; and maintain detailed PO files and records in accordance with SCM and internal requirements.
  • Train new Procurement analysts, conduct peer reviews for completeness and compliance with the State laws, regulations, and SCO policies.
  • Consult and collaborate with SCO Information Systems Division staff to complete complex infrastructure purchases.
  • Actively participate in team meetings, make recommendations for process improvements, contribute to quarterly newsletter, and participate in the development of group presentations or training for all SCO staff.
  • Initiate the development of new policies, when applicable, and maintain existing ones to ensure the most current information is included; document and respond to procurement and/or FI$Cal issues; independently analyze changes as they pertain to processing requisitions, POs, Procurement Contracts, receipts, change orders, invoices, encumbrances, reports, etc., and make process and/or policy recommendations based on the findings.
  • Develop and maintain tools to capture all procurement workload metrics.
  • Create and update dashboards that provide procurement status for divisions and analytics for leadership.
  • Utilize metrics and tracking workload to make data informed recommendations for process improvements.
  • Perform other duties as required.
