Job Description

Under general supervision of an Accounting Administrator II, and utilizing knowledge of governmental accounting,
auditing, financial reporting, and procedures prescribed by the State Controller’s Office (SCO), the incumbent
supervises group professionals in the Local Government Policy Section responsible for accounting and analytical
activities related to the county cost plan desk and field reviews, approvals, processes, and federal cost principal
inquiries. The incumbent, while exercising a high degree of independence and in collaboration with the section
manager, performs the full range of duties including, but not limited to, the following:
 
Duties Performed:

  • Supervise, plan, organize, train and direct the work activities of professional staff assigned to gather and organize county cost plans to perform desk and field reviews of cost allocation plans submitted by California counties per Federal Super Circular 2 CFR Part 200 requirements. Second review all county cost plans for compliance and accuracy of applied federal cost principle regulations and generally accepted accounting principles prior to submission to management for approval. Develop, streamline, and maintain a cost plan approval process. Provide proper supporting documentation to management for review and approval of negotiation agreements.
  • Travel up to 40 percent with minimal notice as requested by management to review sites and to provide oversight and training on the most complex cost plans.
  • Oversee the work of the unit responsible for reviewing, negotiating, and approving 58 county cost allocation plans in compliance with federal regulations and generally accepted accounting principles.
  • Meet with public officials to resolve complex cost plan issues with diplomacy and integrity in representing the state and federal government.
  • Evaluate staff performance, provide guidance and motivation to solve performance and other issues.
  • Perform and ensure administrative tasks are completed timely and adhere to policies and procedures.
  • Review and ensure outgoing correspondence complies with the SCO protocols and policies.
  • Conduct presentations to internal and external stakeholders.
