Job Description

Under the general direction of the direction of the Supervisor II, Personnel/Payroll Operations, the Supervisor I supervises and directs Statewide Civil Service Benefits Program, which consists of approximately 15 professional, technical, and clerical staff. This program is responsible for processing and adjusting employee benefits and responds to inquiries via the Statewide Customer Contact Center and a centralized document intake system.
 
Duties Performed:

  • Plan, organize, supervise, and direct the activities of the Statewide Civil Service Benefits Program to ensure conformance with goals, objectives, and policies and achieve ongoing operational/service requirements and commitments. Ensure processing of all related personnel and payroll transactions within parameters set forth in Federal and State laws, control agency mandates, and executive orders. Develop and maintain standardized methods for translating workload into budget criteria to use in the State Controller Office (SCO) budgeting process, as well as annually projecting Personnel/Payroll Operations (P/PO) fiscal year budgetary needs.
  • Supervise and direct the work of subordinate staff that have responsibility for multiple statewide programs. Select, train, develop, and evaluate the performance of staff and take appropriate action.
  • Identify system/program problems, resulting impacts, and suggested interim solutions. Develop/revise internal/external policies related to system/program processing, new system/program capabilities, and overall improvement of customer service. Monitor and evaluate workload data. Analyze data and provide detailed reporting and projections to management on workload status.
  • Act as a liaison with State departments and campuses and other control agencies. Represent SCO at user group meetings, transaction Supervisor’s Forum, and other State conferences.
  • As a member of PPOB’s management team, assist in the development of Bureau policies and procedures. Act as the Manager/Officer in their absence.
