The Management Analysis and Technical Support Bureau oversees the administrative and technical services that support the Division of Audits. These services include fiscal management, human resources, facilities, business services, procurement, legislation, communications and publications, and information technology support and security.
Under general supervision provided by the Supervisor I, the incumbent serves as a Communications and Publications Analyst for the Division of Audits (Audits) and various divisions within the State Controller’s Office (SCO), and is responsible for performing analytical, design, quality assurance, and consultative services, to meet audit and reporting responsibilities, and enhance the quality and timeliness of internal and external distribution for all major means of communication and technical publications.
Duties Performed:

- Develops and publishes communication products and technical publications, including, but not limited to; audit reports, manuals and guidelines, annual reports of state expenditures, intranet articles, forms, correspondence, legal documents, and other documents of varying complexity and confidentiality. Assists Audits management and staff in the development of communication products and technical publications to enhance the quality and presentation including organization, format, layout, style, tables, and graphical details of information. Reviews and analyzes data in tables, schedules, and diagrams to determine accuracy of calculations, and verifies that the data in graphics is consistent with the content written. Creates, designs, and manipulates graphical details of information and photos to ensure it is visually comprehensive and meets division standards for integration in communication products and technical publications. Analyzes and interprets statutory requirements, contractual agreements/requirements, professional auditing standards, Audits guidelines, and SCO Style Guide and format requirements, by reviewing the accuracy, consistency, physical presentation, and standardized use of audit and government terminology, to determine quality assurance of communication products and technical publications. Resolves issues by conferring with various Audits management and staff by obtaining and clarifying information intended for publication to ensure there is no delay and deadlines are met. Prepares and conducts final review of communication products and technical publications, and develops weekly reports for submission to Information Technology to request posting to the SCO website. Verifies communication products and technical publications have been posted and displayed in a user-friendly manner on the SCO website.
- Monitors and maintains a records management system to track the submission, review, and final distribution of communication products and technical publications, to ensure timely issuance in compliance with Audits’ policies. Performs monthly reconciliation of pending and issued technical publications to ensure accurate records are maintained, by researching and analyzing data in multiple tracking systems, spreadsheets, databases, and statistical information forms, to determine and resolve inconsistencies by correcting errors and/or providing details to other staff to take appropriate action. Develops weekly and monthly statistical and status reports identifying the progress and completion of communication products and technical publications to provide to the Controller, Division Chief, and Audits management. Conducts analyses to assist lead analysts in the development of workload projections and trend reports to provide to Audits management. Researches and reports on the status of communication products and technical publications at the request of the Division Chief and various audits management.
- Assists Audits management and lead analysts in the update and improvement to the tracking system and automation of technical publications in support of the Controller’s Paperless Initiative. Assists in reviewing, documenting, and verifying as-is business processes and procedures for developing correspondence, audit reports, annual reports of state expenditures, and legal documents. Participates in project team meetings with various Audits management and staff to streamline internal operations. Identifies and provides alternatives to streamline workflows by evaluating the needs for each bureau within Audits to achieve increased productivity for tracking and developing technical publications. Identifies communication needs to ensure maximum efficiency and service to internal and external customers. Assists lead analysts in the preparation and presentation of short-term and long-term goals to Audits management to implement the automation of technical publications the updated tracking system.
