Job Description

Under the general direction of the Supervisor II, Personnel and Payroll Operations Bureau (PPOB), the Supervisor I supervises and directs the Statewide Civil Service (CS) Payroll program which consists of professional, technical, and clerical staff. These programs are responsible for processing a variety of payments, adjustments, and employment history updates for CS/Exempt payrolls; ensuring that both employment history documentation and transactions processing are following all rules, policies procedures, bargaining unit contracts provisions, State and Federal laws; and responding to inquiries via a Contact Center and a centralized Division email inbox.


Duties Performed:

  • Plan, organize, supervise, and direct the activities of the statewide civil service payroll program to ensure conformance with goals, objectives, and policies and achieve ongoing operational/service requirements and commitments. Ensure processing of all payroll transactions within parameters set forth in Federal and State laws, control agency mandates, and executive orders.
  • Develop and maintain standardized methods for translating workload into budget criteria to use in SCO’s budgeting process, as well as annually projecting Personnel and Payroll Operations Bureau’s (PPOB)fiscal year budgetary needs.
  • Supervise and direct the work of subordinate staff that have responsibility for multiple statewide programs. Select, train, develop, and evaluate the performance of staff and take appropriate action.
  • Identify system/program problems, resulting impacts, and suggested interim solutions. Develop/revise internal/external policies related to system/program processing, new system/program capabilities, and overall improvement of customer service. Monitor and evaluate workload data. Analyze data and provide detailed reporting and projections to management on workload status.
  • Act as a liaison with State departments and campuses and other control agencies. Represent SCO at user group meetings, transaction Supervisor’s Forum, and other State conferences.
  • As a member of PPOB’s management team, assist in the development of Bureau policies and procedures. Act as the Section Supervisor II, in their absence.
