Job Description

Under general direction provided by Supervisor II, the Analyst II will independently analyze and interpret new and changing requirements. Serve as an operational Business Analyst supporting the Statewide Direct Deposit, Disability and Position Control Programs and will determine operational impacts that new Human Resources (HR) policies/procedures may have on the programs. Provide statistical data generated from various HR system reports and compose issue papers for or against new proposals. The incumbent will use technical knowledge of statewide programs to review and analyze current business processes and procedures within the Bureau and provide recommendations to management on potential operational efficiencies, opportunities to streamline business processes and report such findings to the Personnel and Payroll Services Division's (PPSD) Change Control Management Unit (CCMU).
 
Additionally, the Analyst II provides consultative services to staff and management, while performing Operational Acceptance Testing (OAT) and acting as a liaison with Information Services Division (ISD), and management.. This is a full journey level analyst, the incumbent serves as a subject matter expert by demonstrating possession of the intellectual abilities to succeed in a variety of general staff services settings.

Duties Performed:

  • Independently analyze and interpret new and changing requirements, determine operational impacts that new HR policies/procedures may have on the bureau, provide statistical data generated from the various HR system reports and write issue papers for or against new proposals. The analyst will use technical knowledge of our statewide programs to review and analyze the business processes and procedures within the bureau and provide recommendations to management on potential operational efficiencies.
  • Lead the bureau in User Acceptance Testing (UAT) and act as a liaison between ISD and Personnel and Payroll Operations Bureau (PPOB), perform data analytics, and provide technical assistance to support the Bureau. Research and review workflow management, data maintenance and perform analysis of PPOB's business systems. Based on program analysis the incumbent may formulate, validate, and implement test plans.
  • Analyze, interpret and apply sections of the Civil Service Employment and Payroll law and rules; Memorandum of Understandings, State Controller's Office (SCO)/ PPSD/PPOB procedures and policies, Personnel Action Manual (PAM), Payroll Procedures Manual (PPM), Benefits Administration Manual (BAM), CalPERS Health Benefits Procedure Manual, My CalPERS system in order to implement changes to various applications used by the PPOB including numerous access databases and Client Builder applications.
  • Develop and update current bureau procedures, as well as create new policies and procedures. Evaluate business processes, anticipate requirements, and uncover areas for improvement, in addition to recommending solutions to management. Perform technical requirement analysis for various operational tools and applications to ensure they meet business needs.
  • Analyze and interpret communication from CalHR HR Manual Policy updates and CalPERS Circular Letters, etc. and evaluate business processes, anticipate impacts to the Program Area and SCO. Present new and changing requirements effectively and gain approval from the Program Area staff, provide solutions and alternatives to minimize impact to the division.
  • Collect and analyze complex data from various reports and make recommendations from findings. Prepare various monthly reports for internal and external customers, participate in special projects; participate on teams to improve workflow processes or develop and implement guidelines for PPOB; make verbal and written position recommendations and provide alternatives.
  • Develop procedure manuals, internal training procedures, and recommend updates to the Uniform State Payroll System (USPS) and various supplemental applications used to process transactions and maintain compliance.
