Job Description

With supervision provided by a Supervisor I in the Settlement Unit of the Support Services Bureau, the Analyst I will, with increasing independence, conduct technical and analytical review of unclaimed property claims to ensure information meets standards of policies, procedures, and processes. The incumbent works closely with a small group of analysts to ensure assignments are completed within established timeframes.
 
The incumbent must be proficient in the Microsoft Office Excel application and have the ability to reconcile discrepancies in data and information pertaining to program activities.
 
The incumbent will need to be knowledgeable of Unclaimed Property Law, Government Code, Probate Code, Civil Code, Code of Civil Procedure, California Code of Regulations, and the Unclaimed Property Standard Operating Procedures.

Duties Performed:

  • Perform quality review of claims submitted by the public. Review all received information and support documentation to verify entitlement. Perform claim research using external resources and document findings within the unclaimed property system. Coordinate with other unit analysts to correct claim errors and other anomalies. Extract data from reports and update Excel spreadsheets for statistical purposes. Coordinate with analysts from other bureaus to ensure claims are added to the weekly batch. Track and analyze reports to identify problems and develop solutions. Ensure assignments and activities are completed within established timelines and comply with the Unclaimed Property Division's procedures and guidelines.
  • Review claim information and support documentation to verify entitlement. Generate various reports and ensure claims are reviewed according to the business rules. Perform claim research using external resources and document findings using the unclaimed property system. Create and submit reports to management. Perform system testing as needed.
  • Perform archived claims review to ensure appropriate payment in accordance with State laws, Rules and Regulations, Unclaimed Property Law, Civil Code, Code of Civil Procedures, Attorney General Opinions, Government Codes, and Bureau Procedures.
  • Perform research and analysis of the Unclaimed Property Law, codes, and statutes as necessary and respond to various inquiries from the general public, holder community, professional organizations, or other units within the division. Prepare reports for management on both a regular and as-needed basis.
  • Research, review and analyze claims submitted from other bureaus for potential fraud. Utilize third party databases, internal databases, and various reports to perform the research. Follow policies, procedures, and relevant laws to process referred claims. Provide analytical write-ups and process the referred claims accordingly.
  • Assists management with special projects that aim to continuously improve the Support Services Bureau and/or the division’s processes.
  • Establish, analyze, and track statistical information using Microsoft Excel and Word, and reports generated from the unclaimed property system. Create and update databases, spreadsheets, and documents needed related to unclaimed property production and performance metrics.
  • Provide support to the Support Services Bureau by cross-training and providing back-up to address the fluctuating needs of the Bureau.
