PROGRAM TECHNICIAN II

Job Description

Under general supervision provided by the Office Services Supervisor II, the Program Technician II will independently provide sensitive and detailed information to employees, state agencies, public, or other public jurisdictions and have a working knowledge of all duties performed in the Warrant Distribution Unit. This position will be required to monitor the public counter and reception desk, and act as a back-up to the couriers, which will require lifting and moving 50 lbs. boxes without assistance.

Warrant and Report Distribution

  • Organize and disburse payroll, payroll garnishments, and related sensitive and confidential documents/reports to state agencies and campuses accurately and on schedule. Coordinate with stakeholders to ensure timely distribution of state agency flyers and inserts, managing to the payroll release schedule deadlines.
  • Release daily and master payroll and other program warrants and direct deposit advices, special handling claim payments, sensitive documents and reports, bank pickups, business month warrants, and listings over a public counter to agency messengers and private courier services.
  • Perform a timely and accurate sort of incoming USPS, inter-departmental, divisional, and messenger mail received from vendors and agency couriers at the public counter.
  • Receive, distribute, direct, research, and resolve deliveries the arrive at the public counter.
  • Utilize 3rd party vendor accounts to mail critical warrants and documents overnight.

Stakeholder Communications/Issue Resolution

  • Navigate the FI$Cal and SCO legacy systems to resolve stakeholder communications related to General Disbursements warrant distribution and issuance.
  • Communicate with the public, state agencies and university campuses, vendors, management and staff in other SCO divisions to resolve warrant distribution problems.
  • Answer the General Disbursements telephone lines and inquiries directed to the email box related to General Disbursements’ concerns.
  • Provide sensitive and detailed program information and direction to the public, employees, and state agencies related to the status of warrants and concerning the process, procedures, laws, rules, and regulations governing the reissuance of warrants.

Support & Back-Up

  • Courier Duties: Utilize a state vehicle to deliver mail, documents, and payments to various Sacramento state agency locations, such of the State Controller’s Office, State Treasurer’s Office, State Capitol, and State Records Center. Operate hand trucks, flatbed carts, and motor vehicles. Lift materials weighing up to 50 lbs.
  • Conference and Training Room Support: Ensure proper maintenance, functionality, and cleanliness of conference and training rooms. Greet and direct visitors, assist with room reservations, maintain keys and lock/open training rooms for SCO staff, ensure proper set up of furniture layouts, and provide audio and visual set-up as necessary.
  • Act as a staff resource responsible for consultation in the varied processes of warrant distribution functions.
  • Attend in-person and virtual meetings as a team member and/or subject matter expert of Warrant Distribution Unit.
