With direction provided by a Supervisor I in the Unclaimed Property Division (UPD) of the State Controller's Office, the incumbent performs complex analytical duties, acts as a resource on projects, and provides consultative services related to the Unclaimed Property Program. The incumbent also acts as a resource in the development and implementation of policies, procedures, and curriculum to train and develop staff.
Duties Performed:

- Coordinate and conduct training. Act as a resource in the development and continuous improvement of curriculum and materials used to train staff on the evaluation of claims and fraud prevention. Recommend training programs to the management team that will improve employee performance and develop training accordingly.
- Investigate and audit internal processes and suspicious claims, reports, and other referrals related to unclaimed property to determine if claims are fraudulent or if processes can lead to fraudulent activities. Analyze trends and make recommendations to upper management to revise policies, procedures, and processes related to the detection and prevention of fraudulent claims payment and internal processes. Develop strategies for detecting high-dollar fraud. Maintain and update the Fraud/VIP table.
- Draft and finalize legal requests and fraud referral packages from the Bureau to the State Controller’s Legal Office and respond to questions and opinions back from the Legal Office. Provide sensitive and detailed program information to internal and external stakeholders as appropriate.
- Develop and maintain unclaimed property fraud prevention and claims processing procedures. Participate in the research and training of new or revised claim processing policies and procedures related to the detection and prevention of fraudulent claims. Participate in NAUPA fraud and claims processing committee meetings and ensure the timely dissemination of new fraudulent trends.
- Work on special projects that include testing the new KAPS system and writing reports for statistical analysis. Prepare project management tracking spreadsheets dashboard and Issue papers. Run designated system reports and provide data to management. Represent the Bureau while on teams and in work groups that have divisional, departmental, and/or statewide impact on the Unclaimed Property Program. Work on the most complex and/or sensitive projects that have a direct impact on the efficiency and/or effectiveness of the Bureau.
- Review the most complex claims and provide feedback and training to staff on an as needed basis. Function as a program expert for the Bureau, working closely with the Section, Bureau, and Division Chiefs, as well as staff from other units in matters relating to claims submitted to the Bureau.
- Act as a lead on projects.
