SUPERVISING PROGRAM TECHNICIAN II

Job Description

Under general direction provided by a Supervising Program Technician (SPT) III, the Supervising Program Technician (SPT) II is responsible for planning, organizing, directing, and overseeing the technical program activities of the Warrant Distribution unit and Claims Processing Unit. The Warrant Distribution Unit is responsible for releasing time-sensitive “over the counter” warrants such as investments, apportionments, as well as payments to SCO’s EFT vendor and state payroll and others. The unit sorts and distributes in-coming mail and provides courier services throughout the State Controller’s Office. The Claims Processing Unit is responsible for preparing and issuing rush warrants; provides final processing for “paper claims” (non-automated claims); critical and time-sensitive payments such as investments. SPT II provides expert-level program guidance, interprets laws and regulations, performs quality assurance functions, and ensures compliant, timely, and accurate completion of program workload. This position requires an in-depth knowledge of program specific procedures, policies, and technical systems.

Duties Performed:

  • Plan, organize, direct and evaluate the work of staff of the Warrant Distribution Unit and Claims Processing Unit. Complete and present staff with Probation Reports, Performance Appraisal Summaries, Individual Development Plans.
  • Direct the activities of the Rush and Specials Desk for “over-the-counter” release of warrants to agencies, banks, and special couriers. Monitor daily funding approval to ensure daily release of warrants and/or “over-the-counter” release.
  • Lead the full hiring process including drafting job announcements, create screening criteria, as well as screen applications, preparing interview questions and desired qualifications, scheduling and conducting interviews, and making hiring recommendations for the General Disbursements Manager.
  • Provide daily oversight of attendance, schedule coordination, and time sheet approval to ensure operational coverage.
