Under administrative direction provided by the CSPS Project Manager (CEA Level B) the Information Technology Manger II (ITM II) will oversee the CSPS Project Management Office (PMO) utilizing methodologies from the California Project Management Framework (CA-PMF) and the Project Management Body of Knowledge (PMBOK) to ensure effective project management for the CSPS Project. The ITM II serves as an SCO Bureau Chief representing executive leadership within the CSPS Project (Division). The ITM II will formulate the development and execution of the project management plans which ensure conformance for the entire divisions information technology programs and the CSPS organizational policies and objectives. The PMO Chief (ITM II) is responsible for all project management domains to ensure the CSPS Project remains within budget and scope and on schedule. The ITM II is responsible for managing all staff within the CSPS PMO work stream, including state and vendor resources.
The incumbent must demonstrate the highest level of expertise in business systems analysis techniques and System Development Lifecycle (SDLC) practices, the Project Management Lifecycle (PMLC), CA-Project Management Framework (PMF), Change Control principles and practices, Information Technology Security concepts, and customer service concepts.
Duties Performed:

- Manage the CSPS Project Management Office (PMO), adhering to the California Project Management Framework (CA-PMF) and the industry standard as provided in the Project Management Body of Knowledge (PMBOK); Direct and manage project team state and vendor staff to ensure project tasks are identified, assigned and completed as scheduled; Guide the development of project document templates and document management policies and procedures; Establish the risk and issue management policies and procedures; Administer the CSPS Project Governance Plan; Lead development and implementation of project management reports and dashboards; Ensure mandated project reports (Project Status Report; Special Project Reports) are completed accurately and on-time using data from all CSPS Project Workstreams. Present the PSR to the SCO Executive Office and be able to expertly respond to all questions. Coordinate with oversight partners to ensure the PSR meets the requirements and ensures all data is accurate as of the reporting time period. Guide the development and elaboration of plans and artifacts to obtain internal and external project approval; Use industry standard methodologies to direct and manage the effort to perform process analysis to achieve project objectives (Business Analysis Body of Knowledge (BABOK)); Apply the principles, methods, techniques, and tools for developing, scheduling, and coordinating project tasks to ensure the project remains on schedule. Responsible for development and adherence to the projects multi-million dollar annual budget; Work with the Organizational Change Management (OCM) Chief to plan the transition to the desired future state. Use industry standard OCM methodologies and techniques to manage the workload required; Foster organizational change leadership, vision and strategic thinking.
- Establish strong vendor management practices and oversee Contract Management staff to ensure the delivery of Information Technology (IT) goods and services in accordance with contract terms, conditions and requirements; Direct tasks and activities associated with performing market research to identify the most current and emerging trends in IT that will satisfy the project requirements and project administration needs; Oversee the change control process to ensure project and product changes that impact scope, schedule, and/or cost are controlled through a well-developed tracking and management process for monitoring potential changes, analyzing impacts of change requests, has an established approval decision process, and provides clear and concise communications.
- Develop and adhere to the CSPS Quality Management Plan, establishing application development and implementation standards; Perform assessments and audits to ensure conformance with requirements, objectives, deliverable expectations, and state policies; Plan and estimate software product development activities; Manage the development of required technical specifications for software using standardized processes and stakeholder input, ensuring adherence to quality standards and procedures; Provide expert advice in development of new organizational IT policy as it relates to the future solution.
- Lead in the planning and development of maintenance, operations and production support services plans, structure, policies, and implementation for the future organization during all phases of deployment.
- Recruit, manage, and monitor the performance of the PMO work stream and their activities. Develop and maintain effective working relationships within the SCO, contractor management staff, project staff, business partners, department and agency staff, executives, and other project stakeholders. Provide recommendations to the Project Manager, Project Directors, and other managers/supervisors regarding solutions to a variety of project management situations.
