Job Description

Under the general direction of an Information Technology Manager I (ITM I), the incumbent will lead and manage a two-shift Production Operations unit, within the Enterprise System Operations and Support section. The Production Operations (PO) unit is responsible for processing the State Controller’s Office (SCO) Employment History, Payroll, and Financial batch systems from a dedicated computer, which is located at the California Department of Technology (CDT). The PO unit is comprised of professional and technical staff that includes: Information Technology Supervisor I, Information Technology Specialist I’s, Information Technology Associates, and Information Technology Technicians. The incumbent will also manage and oversee special batch processes that must operate on weekends when all on-line systems are inactive. Duties include, but are not limited to the following:
 
Duties Performed:

  • Plan, organize, and direct a multi-function data processing operations unit responsible for application maintenance, production operations, and administrative support. Oversee and ensure the SCO’s three critical processes (Employment History, Payroll, and Financial Systems) run in accordance with delivery requirements of SCO Divisions and or meet critical processing deadlines.
  • Implement policy and procedures necessary to perform operational activities. Prepare and implement long range goals necessary to incorporate technological changes, maintain operational efficiencies, provide adequate customer support and cross training. Establish and maintain adequate resources necessary for successful operations.
  • Responsible for initiating and completing all necessary documentation associated with: hiring, developing, monitoring and evaluating the PO unit to assure adequate levels of competent staff are in accordance with established plans and anticipated needs.
  • Develop plans to effectively deploy the technical resources within the area to assure that all schedule production projects are completed and critical deadlines are met.
  • Maintain close association with customers and with support organizations such as CDT, the SCO’s Key Entry unit, Remote Job Printing operations (RJP) and Disaster Recovery teams.
  • Establish production standards, deadlines and monitor the production activities of the PO unit. Evaluate and report the progress of the PO unit’s production activities, special projects and long-range plans to the Enterprise Operations and Support Section Chief.
  • Assure the controlled implementation of production data access policies and procedures; report the status of data security issues to ISD’s senior management.
  • Researches, develops and implements new production operation processes using new, state of the art technologies. Participate as necessary in new SCO projects that currently utilize PO resources for production.
