The Public Advocate's Office is the independent consumer advocate at the California Public Utilities Commission (CPUC). The Public Advocate's Office's mandate is to obtain the lowest possible rates for utility services consistent with reliable and safe service levels and the state’s environmental goals.

The Public Advocate's Office represents residential and small business ratepayer interests in Commission policy-making proceedings and processes (e.g. workshops, rulemakings, investigations, utility applications, hearings, advice letters, committee and stakeholder meetings, and other forums). These proceedings and processes set rates, rules, policies, and regulations.

Job Description and Duties

The Energy Cost of Service & Natural Gas (ECOS) Branch within the Public Advocates Office is seeking a Public Utilities Regulatory Analyst I to join its Cost Analysis team.

Under the supervision of the Program and Project Supervisor of the Cost Analysis Section in the ECOSNG Branch, the incumbent performs analysis of utility proposals, examining utility accounting practices and recorded costs, rate setting, service quality, and safety. The incumbent applies his/her analysis and standard economic, statistical, and financial theories to make appropriate recommendations on public utility regulatory issues. In addition, incumbent is responsible for analyzing, reviewing, and making appropriate recommendations on financial and accounting issues affecting public utilities and other job-related work as required. Presentation will be required orally and in writing on ideas, research, analysis, findings, and recommendations. The incumbent also supports the Public Advocates Office advocacy at intra-agency and inter-agency conferences, workshops, and public meetings.

Working Conditions

This is a hybrid position that will require the selected candidate to report to their assigned headquarter office a minimum of two (2) days a week. Hybrid positions may be eligible for telework under California Government Code Section 14200 for eligible applicants residing in California. In accordance with CPUC Telework Policy, telework arrangements are subject to change and may be reevaluated at any time.
